Overview

We advise government entities, regulators and public institutions on the development, review and reform of legislation and regulatory frameworks. Our approach combines legal and regulatory analysis with a practical understanding of policy objectives, institutional responsibilities and the requirements of effective implementation.

Our involvement can extend across the regulatory development process — from assessing existing frameworks and identifying legal and institutional gaps to developing regulatory structures, engaging stakeholders, drafting legal instruments and supporting implementation. Saudi Water Law — Implementing Regulations

Led the legal advisory and drafting work for the Implementing Regulations of the Saudi Water Law relating to Water Resources and Water Services.

Standardisation & National Quality Reform

Led the legal team responsible for a major reform of Saudi Arabia’s regulatory framework for standardisation and national quality, including the drafting of the Saudi Standardisation Act and Saudi Quality Act.

Water Sector Regulatory Reform

A senior member of our team led a major reform of the Saudi water-sector regulatory framework, including comprehensive analysis of the existing framework, stakeholder consultation, legislative drafting and implementation guidance.

Saudi Municipal Elections

A senior member of our team led the multidisciplinary teams involved in developing the regulatory framework for Saudi Arabia’s first municipal elections, including the governance framework for 178 newly established municipal councils.

Stakeholder Engagement & Regulatory Consensus

Led a structured consultation process involving approximately 120 representatives from public and private-sector organisations, achieving broad stakeholder engagement and consensus in support of a major regulatory reform programme.

Credit Rating Agencies Regulatory Review

Conducted a detailed review of the Credit Rating Agencies Regulation, benchmarking its provisions against commonly adopted international regulatory practices, and delivered a findings report with recommended amendments for a relevant GCC entity.
